{"id":14482,"date":"2018-09-10T13:53:44","date_gmt":"2018-09-10T11:53:44","guid":{"rendered":"https:\/\/www.fagace.org\/?p=14482"},"modified":"2024-04-09T12:55:09","modified_gmt":"2024-04-09T10:55:09","slug":"6eme-session-ordinaire-du-conseil-des-gouverneurs-communique-final","status":"publish","type":"post","link":"https:\/\/www.fagace.org\/en\/2018\/09\/10\/6eme-session-ordinaire-du-conseil-des-gouverneurs-communique-final\/","title":{"rendered":"6TH ORDINARY SESSION OF THE BOARD OF GOVERNORS -FINAL COMMUNIQU\u00c9"},"content":{"rendered":"<p>The 6th ordinary session of the Board of Governors of the Fonds Africain de Garantie et de Coop\u00e9ration Economique (FAGACE) was held on May 21, 2014 in Kigali (Republic of Rwanda) under the chairmanship of Mr. Mohamed BOUCHA, Minister Delegate to the Minister of Finance in charge of the Budget of the Republic of Niger, representing Mr. Gilles BAILLET, Minister of Finance of the Republic of Niger, current Chairman.<\/p>\n<style>\/*! elementor - v3.12.1 - 02-04-2023 *\/\n.elementor-widget-image{text-align:center}.elementor-widget-image a{display:inline-block}.elementor-widget-image a img[src$=\".svg\"]{width:48px}.elementor-widget-image img{vertical-align:middle;display:inline-block}<\/style>\n<p>\t\t\t\t\t\t\t\t\t\t\t\t<img decoding=\"async\" width=\"640\" height=\"343\" src=\"https:\/\/www.fagace.org\/wp-content\/uploads\/2018\/09\/conseil_gouverneur.jpg\" alt=\"\" loading=\"lazy\" srcset=\"https:\/\/www.fagace.org\/wp-content\/uploads\/2018\/09\/conseil_gouverneur.jpg 650w, https:\/\/www.fagace.org\/wp-content\/uploads\/2018\/09\/conseil_gouverneur-300x161.jpg 300w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/>\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/p>\n<p>The session was attended by all the Fund&#8217;s member states: Benin, Burkina Faso, Cameroon, Central African Republic, Chad, Congo, C\u00f4te d&#8217;Ivoire, Guinea Bissau, Mali, Mauritania, Niger, Rwanda, Senegal and Togo.<\/p>\n<p>Three speeches marked the solemn opening ceremony: by Henri-Marie DONDRA, Managing Director of FAGACE, followed by Fran\u00e7ois KANIBA, Minister of Industry and Trade of the Republic of Rwanda, and Mohamed BOUCHA, Minister Delegate to the Minister of Finance in charge of the Budget of the Republic of Niger.<\/p>\n<p>In his address, the Managing Director noted that the present session was being held at a strategic moment in the life of FAGACE, which was in the process of positioning itself on the financial market as a key player. He highlighted two key events in the life of the institution: (i) the approval of FAGACE as guarantor by the Conseil R\u00e9gional de l&#8217;Epargne Publique et du March\u00e9 Financier (CREPMF), and (ii) the launch at the end of May of its first ever bond issue in the CEMAC zone.<\/p>\n<p>He also underlined the efforts made over the past four (04) years, in particular to clean up the portfolio, recover debts and strengthen internal control, all of which have enabled the institution to return to profit.<\/p>\n<p>However, in view of the major challenges still facing the Fund, in particular increasing the level of its interventions in member states, he called for the Fund&#8217;s operational capacities to be strengthened through an increase in authorized capital.<\/p>\n<p>On behalf of the Rwandan government, Mr. Fran\u00e7ois KANIBA began by welcoming all the participants who had travelled to Rwanda. He went on to say that it was a great privilege for his country to host the FAGACE proceedings at the same time as the annual meetings of the African Development Bank (ADB).<\/p>\n<p>He also noted the remarkable socio-economic progress made by Rwanda since the Tutsi genocide of 1994, thanks to the implementation of a new vision of socio-economic development. He also pointed out that the Rwandan government alone cannot finance the required investment, and that a partnership with financial institutions such as FAGACE is more than necessary. To this end, he expressed the wish to see the Fund increase its operational activities in Rwanda, while wishing it full influence throughout the continent.<\/p>\n<p>The Chairman of the Session, Mr Mohamed BOUCHA, congratulated the Board of Directors and General Management, who have breathed new life into FAGACE.<\/p>\n<p>In order to continue implementing the Four-Year Strategic Plan, the Chairman of the Board of Governors noted that important decisions still needed to be taken to enable the institution to play its full role in its member states.<\/p>\n<p>The 6th ordinary session of the Board of Governors was preceded by the 40th session of the Board of Directors held on May 20, 2014, which submitted its report to the Board.<\/p>\n<p>In examining the items on its agenda, the Board of Governors paid particular attention to the aforementioned report. It took note of the results of the work of the Board of Directors, which, among other things, approved :<\/p>\n<ul>\n<li>a request for approval in the amount of FCFA 3,500,000,000 for the Moulin Moderne du Mali (M3SA) project to extend its activities,<\/li>\n<li>interest rate subsidy for a water supply project in 69 villages in Benin, for a loan of 21,305,000,000 FCFA granted by EXIMBANK INDIA,<\/li>\n<li>the signing of a cooperation agreement between FAGACE and the Banque Rwandaise de D\u00e9veloppement,<\/li>\n<li>the signing of a cooperation agreement between FAGACE and the F\u00e9d\u00e9ration du Secteur Priv\u00e9 (FSP) in Rwanda.<\/li>\n<\/ul>\n<p>With these new commitments, the Fund&#8217;s interventions total 302,139 million FCFA in guarantees and 8,209 million FCFA in subsidies.<\/p>\n<p>After examining the report&#8217;s conclusions and recommendations, the Board of Governors congratulated the members of the Board of Directors and Executive Management on the qualitative results achieved. It then took a number of important decisions, in particular:<\/p>\n<ul>\n<li>an increase in authorized capital from FCFA 200 billion to FCFA 350 billion, with a call for a tranche of FCFA 22,953,000,000 to be paid up over three years starting in 2016,<\/li>\n<li>adoption of the 2013 annual activity report,<\/li>\n<li>the adoption of the 2013 financial statements, which show a net profit of 1,071,485,655 FCFA,<\/li>\n<li>the adoption of the Statutory Auditors&#8217; reports at December 31, 2013.<\/li>\n<\/ul>\n<p>By adopting these decisions, the Board of Governors is demonstrating its determination to further support the Fund in its policy of strengthening its intervention capacities and relaunching its operational activities.<\/p>\n<p>Finally, the Presidency of the Board of Governors has been entrusted to the Republic of Rwanda, as Niger&#8217;s term of office has come to an end.<\/p>\n<p>At the close of its proceedings, which took place in an atmosphere of frank cordiality, the Board of Governors unanimously extended its warmest thanks to His Excellency Paul KAGAME, President of the Republic of Rwanda, to the Government and People of Rwanda, for the
